HELCONOR – Implementing healthcare communities in Norway through formalized cooperation – Trend, policy, and practice


The overall aim of this project is to generate new knowledge on the implications of a reform aiming at public sector renewal through imposed collaborative innovation, and on intended and unintended consequences of its measures, as experienced by the stakeholders involved – hospitals, municipalities, employees in service producing units and users. The main objective is thus to identify, describe and analyze the origins and justifications of the Healthcare community (HCC) reform (why this reform at this time?), its implementation (what changes, and exactly how does it change?), and finally, its intended and unintended consequences for stakeholders involved (how and for whom does it work?).

Implications of the HCC reform will be explored within different levels, contexts and from multiple viewpoints, herein from a governance perspective, as well as the perspectives of service providers, and service receivers. 
This exploration and evaluation of the implementation of the HCC reform will contribute to increased knowledge on how complex challenges related to demographic change are being met, and how they in the future possibly couldpotentially could be met in the healthcare governance system in Norway.
