This RCN-newsletter contains information about the Ideas specific programme/European Research Council (ERC). This time the newsletter contains information about the review of ERC, the results of previous calls for Starting Grants and Advanced Grants, and of coming events.
Review of the European Research Council structures and mechanisms
To ensure that the ERC's structures and mechanisms are appropriate and effective, an independent high level Panel has carried out a review of the ERC's structures and mechanisms. You can read more about the review and the Commission's and ERC Scientific Council's responses to the review.

Starting Grants
Outcome of the second Starting Grant call
The outcome of the second Starting Grant call was published some time ago. Lists for each domain with selected applicants:
The interdisciplinary proposals have been integrated into the three ERC domain lists. Hence, there is no interdisciplinary list this time.

None of the applicants from Norwegian institutions were selected for funding. However, two successful applications with Norwegian PIs were supported in other European countries:
- Vegard Skirbekk from International Institute of Applied Systems Analysis, AT, with the proposal titled "The demography of skills and beliefs in Europe with a focus on cohort change", see more here.
- Øystein Linnebo from University of Bristol, UK, with the proposal titled "Plurals, Predicates, and Paradox: Towards a Type-Free Account".
The RCN congratulates Vegard Skirbekk and Øystein Linnebo.
Advanced Grants
Second Advanced Grant call
The final results of the second Advanced Grant call are not ready yet. However, to the knowledge of the RCN, notifications have been sent out to successful applicants of the PE, SH and LS domain. If the proposals have been considered as Interdisciplinary domain proposals, or if they have been put on the Reserve list (for budgetary reasons), they have been further discussed during a Final Panel Chair meeting, on 10-11 November. The final results from this meeting are planned to be announced in the course of December.
To the knowledge of the RCN, so far three applications from Norwegian institutions have been selected for funding in the second Advanced grant competition. The University of Bergen is host institution for all three. Two of the winners are within the SH-domain, and the third is within the LS-domain. The three winners are:
- Kenneth Hugdahl with the proposal VOICE, where he will study the phenomenon of hearing voices.
- Christopher Henshilwood with a proposal investigating how the climate, environment and ecological factors may have influenced the evolution of modern humans and Neanderthals. This project is in collaboration with Henshilwood's partner through a number of years, Francesco d'Errico of the University of Bordeaux.
- Frede Thingstad with the project "MINOS (MIcrobial Network OrganiSation)" investigating the microorganisms in the sea surface.
The RCN congratulates Hugdahl, Henshilwood and Thingstad with their achievements. The proposals of Hugdahl and Henshilwood are the first Norwegian ERC proposals funded within the ERC Social Sciences and Humanities domain. The three Advanced Grants are the first ERC grants to the University of Bergen. You can read more about this at the RCN website:

Third Advanced Grant call
The third Advanced Grant call (ERC-2010-AdG) was published on the 29. of October, see http://cordis.europa.eu/fp7/dc/index.cfm. The call have a budget on 590 mill euro. The deadlines are:
- - Panels: PE1 - PE10 (Physical Sciences & Engineering), 24 February 2010, 17.00.00 (Brussels local time)
- - Panels: LS1 - LS9 (Life Sciences), 17 March 2010, 17.00.00 (Brussels local time)
- - Panels: SH1 - SH6 (Social Sciences & Humanities), 7 April 2010, 17.00.00 (Brussels local time)
The Electronic Proposal Submission Service, EPSS, is now available for the call. It is strongly recommended that applicants register in the EPSS as early as possible. Guide for applicants is not yet available for the call but is expected soon.

Please note that resubmission rules apply to the ERC grant schemes. The current rules, (they may subsequently be modified in light of experience) are as follows:
General
- Only one ERC grant managed by a Principal Investigator or Co-Investigator can be active at any time.
- No principal or Co-Investigator may be associated with more than one application to the ERC calls with deadlines during the same calendar year.
Specifically to the third Advanced Grant call
- A Principal Investigator or a Co-Investigator associated with an eligible proposal for an ERC-Advanced Grant to either of the first two Advanced Grant calls (ERC-2008- AdG or ERC-2009-AdG) may not apply for the third ERC-Advanced Grant call (ERC-2010-AdG) unless the eligible proposal to the first or second call has met the quality threshold on both evaluation criteria - Principal Investigator, Research Project - at the end of step 1 of the evaluation.
- No Principal Investigator who has submitted an eligible proposal to an Advanced Grant call (ERC-2010-AdG) may apply to the following Advanced Grant call (ERC- 2011-AdG), unless his/her proposal was evaluated above the quality threshold during the 2nd step but not funded due to insufficient available budget.

The conference SciTech Europe 09
The conference SciTech Europe 09 was held in Brussels on the 12th November 2009. Andreu Mas-Colell, Secretary General of the European Research Council gave a presentation at the conference with th title, "Basic Research and Innovation: The ERC Approach".
