Støtte til vitenskapelige tidsskrifter

Universitetsbiblioteket har satt av midler til støttetiltak for bærekraftig og forskerledet vitenskapelig publisering. Forskere ved UiT som er involvert i publisering, enten som tidsskriftredaktører eller som styrerepresentanter for vitenskapelige foreninger som utgir tidsskrift, inviteres til å søke.

Midlene er øremerket Diamant Åpen Publisering, en ikke-kommersiell publiseringsmodell der det ikke innkreves betaling fra verken lesere eller forfattere. Det kan søkes om støtte til tidsskrifter som allerede utgis etter en slik modell (Kategori 1), og støtte til tidsskrifter som ønsker å gå over til en ikke-kommersiell løsning (Kategori 2). Støtten vil typisk dekke utgifter til faglige redaksjonsmøter, formgiving, språkvask, teknisk drift og utvikling. Lønnskostnader til fagredaktør dekkes ikke.

1. Tidsskrifter som allerede utgis etter diamant-modellen, kan søke om støtte til drift og utvikling for den neste treårsperioden. Støttebeløp vil normalt være i størrelsesorden 5 000–75 000 NOK pr. år, men kan også være høyere dersom det foreligger særskilte behov.

Søknaden skal inneholde opplysninger om:

- Tidsskriftets tittel og hjemmeside

- Din tilknytning til tidsskriftet

- Et foreløpig budsjett for bruk av støttemidlene fordelt pr. kalenderår

- Oversikt over eventuell annen finansiell støtte til tidsskriftet

- En plan for utgivelsesmengde (estimert antall artikler/utgivelser pr. år) de neste tre årene

2. Tidsskrifter som ikke utgis etter diamant-modellen, men som ønsker å diskutere muligheter for å gå over til denne, inviteres også til å ta kontakt. Det er satt av midler til å støtte overgang til diamant-modellen for UiT-tilknyttede tidsskrifter. For større internasjonale tidsskrifter kan slik støtte kan være på inntil 1 000 000 NOK pr. år (eller mer, avhengig av tilgjengelige ressurser) i en periode på fem år.

Søker vil bli kontaktet av Universitetsbiblioteket for en konsultasjonssamtale før eventuell innvilgelse av støtte. I konsultasjonssamtalen kan det foreløpige budsjettet bli justert. På bakgrunn av et referat fra konsultasjonssamtalen som søker godkjenner, skriver Universitetsbiblioteket en innstilling til Diamant-programmets styringsgruppe, som består av en gruppe forskere og studenter fra de ulike fakultetene ved UiT. I søknadsbehandlingen vil styringsgruppen foreta en skjønnsmessig vurdering av tidsskriftets økonomiske bærekraft og faglige profil. Vurderingen vil også basere seg på tidsskriftets (nåværende eller planlagte) oppfyllelse av den internasjonale Diamond Open Access Standard, DOAS. Utvalgte kvalitetskriterier i DOAS vil bli gjennomgått i konsultasjonssamtalen og behøver ikke være oppfylt før søker tar kontakt.

Dersom styringsgruppen innvilger støtte, vil søker få opprettet en prosjektkonto i UiTs administrative systemer og vil bli bedt om å innsende en kort årsrapport om bruken av midlene i begynnelsen av hvert kalenderår.

Support for Scholarly Journals

The University Library has allocated funds to support sustainable, researcher-led scholarly publishing. Researchers at UiT who are involved in publishing as journal editors or as board members of scholarly societies that publish journals are invited to apply.

The funds are earmarked for Diamond Open Publishing, a non-commercial publishing model in which no fees are charged to readers or authors. Support may be sought for journals already published under this model (Category 1) and for journals that wish to transition to a non-commercial solution (Category 2). The support will typically cover costs for editorial board meetings, design/layout, language editing, and technical operations and development. Salary costs for the academic editor are not covered.

1. Journals already published under the diamond model may apply for support for operations and development for the next three-year period. The support amount will normally be in the range of NOK 5,000–75,000 per year, but may be higher if there are special needs.

The application must include:

Journal title and website

Your affiliation with the journal

A preliminary budget for the use of support funds, broken down by calendar year

An overview of any other financial support for the journal

A plan for publication volume (estimated number of articles/issues per year) for the next three years

2. Journals that are not published according to the diamond model but wish to discuss possibilities for transitioning to it are also invited to get in touch. Funds have been allocated to support transitions to the diamond model for UiT-affiliated journals. For larger international journals, such support may be up to NOK 1,000,000 per year (over even more, depending on available funds) for a period of five years.

Applicants will be contacted by the University Library for a consultation meeting prior to any award of support. During the consultation, the preliminary budget may be adjusted. Based on minutes from the consultation meeting, which the applicant approves, the University Library will prepare a recommendation to the Diamond Program’s steering committee, which consists of researchers and students from the various faculties at UiT. In processing applications, the steering committee will make a discretionary assessment of the journal’s financial sustainability and scholarly profile. The assessment will also be based on the journal’s (current or planned) compliance with the international Diamond Open Access Standard (DOAS). Selected quality criteria in DOAS will be reviewed during the consultation meeting and do not need to be met before the applicant gets in touch.

If the steering committee approves support, the applicant will have a project account created in UiT’s administrative systems and will be asked to submit a brief annual report on the use of funds at the beginning of each calendar year.
