The thesis discusses the challenges of growing an openEHR based Information Infrastructure (II) for healthcare. The openEHR framework for designing health information systems is a promising strategy to improve Electronic Patient Record (EPR) systems. This framework addresses vital differences from the traditional proprietary EPR systems currently in use by the way it separates the technical design of the reference model from designing clinical information models. Hence, I have analyzed the openEHR approach to understand the challenges faced in the empirical process. I found that separating the technical design from designing clinical information models influenced the design process significantly. The separation changed the collaboration between the vendor and users, and gave rise to new roles and responsibilities in the design and implementation process. The research has an interpretive approach and is based on a 5-year study on the design of an EPR conforming to the openEHR specification.
