Hvordan nød og nye ideer skaper nye lover
Master i historie Astrid Marie Holand ved NFH forsvarte 13.1 offentlig for ph.d.-graden i samfunnsvitenskap, avhandlingen: "Hvordan nød og nye ideer skaper nye lover: Speilvendingen av sjøgrenseloven i 1992."
Ved hjelp av et trippel-bunnlinje-perspektiv viser avhandlingen at samfunnshensyn tidligere ble tillagt stor vekt i fiskeripolitikken, men at det de siste 30 år har tapt terreng i forhold til ressurs- og markedshensyn.
English summary
The thesis demonstrates how legislation reflects society’s changing needs and world views. The case is a legislative revision in the early 1990s, concerning fisheries. Until 1992 landings of fish catches from foreign vessels in Norwegian harbors was prohibited. When NEA cod in the late 1980s became less abundant, the legitimacy of this legislation was questioned. This is a story of adaptive capacity in coastal communities, and of agents of change, who worked actively to change legislation and thus access resources in a new way. A central finding, is that top-down- and bottom-up processes worked together to change the law, and allow for foreign landings. In this thesis, I draw on theories from innovation and resilience studies, both rooted in Schumpeter’s ideas of creative destruction. Using a triple-bottom-line perspective, I find that Norwegian fisheries policy used to be anchored in social concerns, but during the past 30 years, environmental concerns and market concerns have become dominating.

Personlig
Astrid Marie Holand (f. 1973) tok sin phd-utdanning ved UiT Norges fiskerihøgskole, Fakultet for biologi, fiskeri og økonomi, program for ressursforvaltning. Arbeidet var tilknyttet prosjektet Norges fiskeri- og kysthistorie. Hennes spesialkompetanse er nyere norsk historie, ressursforvaltning og lokal offentlighet. Holand arbeider nå på journalistutdanninga ved Fakultet for samfunnsvitenskap, Nord Universitet i Bodø. Hun er tidligere journalist i NRK, og har master i historie fra Universitetet i Nordland. |
