Prioritization and Allocation of Long-Term Care in Nursing Homes: A study of Municipal Administrative Practices (PLIS)
This research project is a collaboration between Tromsø municipality and UiT The arctic university of Norway.
The project aims to generate knowledge about municipal case management and prioritization in applications for long-term care in nursing homes.
Project period: 2024-2028
Project goals:
PLIS seeks to provide insight that will lead to more transparent and predictable case management and decision-making processes. This, in turn, will promote fair prioritization and allocation of limited resources.
Sub-aims:
- Generate knowledge about case management and prioritization in applications for long-term care in nursing homes across three Norwegian urban municipalities.
- Understand aspects contributing to variations in the allocation of long-term care in nursing homes among these municipalities.
Research questions:
- How do case managers perceive and describe their professional discretion in case management processes? How do they express the use of guidelines, criteria, and professional judgement in prioritization and allocation processes?
- Which aspects – contextual, individual, and relational – are emphasized in prioritization and decision-making regarding long-term care in nursing homes?
- What characterizes decisions about long-term care in nursing homes in municipalities with varying lengths of stay?
Methodology:
The project employs focus group discussions with case managers and conducts document analysis of decisions regarding long-term care in nursing homes in three Norwegian urban municipalities.
