DIVA – Digital first choice in a district municipality: Development of a model for organizing a virtual department in the health and care service


This research project aims to develop a user-friendly, digital platform for employees and patients so that digital/welfare technology solutions become the first choice in the health and care services in a rural arctic municipality. Vestvågøy municipality is the project leader, in cooperation with researchers from Nordland Research Institute, Molde University College, Aidn and The Centre for Health Innovation.

This project will explore opportunities, but also limitations and dilemmas, which are linked to the development of a virtual department in home-based services in a small district and coastal municipality in Northern Norway. The project will explore what "digital first choice" can mean in practice for patients and for employees in home-based services in a municipality with long travel distances, how it can be introduced through co-creation, and how virtual departments can be part of the organization as a whole. The project will also explore the digital - physical boundary for the provision of health services to people with varied and complex needs in rural areas. The knowledge will also be of great value to other district municipalities, which face the same challenges.
