Russia & the West: Conflict or cooperation?

The annexation of Crimea and the Ukrainian conflict took the international community by surprise. Relations between Russia and the West have grown tense. USA, Canada, Norway, Denmark and Iceland are all NATO members, yet cooperate with Russia in the Arctic Council. Norway also has an active bilateral cooperation with Russia in the High North.
