Beredt! - Scalable Services & Risk-Based Governance for Climate-Driven Natural Hazards in Norway
Climate change is increasing the frequency and intensity of floods, landslides, and avalanches. This is placing
increased strain on agencies responsible for preparedness and response in Norway. The Beredt! project will address
this by developing solutions that enhance local preparedness and trans-sectoral governance for climate-driven
hazards. These solutions will include downscaled forecasting tools, that provide local authorities with more
actionable information, and advancements in risk-based governance frameworks, that will help to bridge the gaps
between national, regional, and local agencies.
Primary objective: Strengthen Norway's resilience against climate-driven natural hazards, particularly in rural and smaller
municipalities.
Project summary:
Beredt! seeks to develop actionable knowledge and strategies to respond to current and emerging societal security
challenges posed by climate-driven natural hazards. The project specifically targets resource, governance,
implementation, and knowledge gaps at the interface between policy and technical services for disaster risk
reduction (DRR). Beredt! invokes a case-based approach, establishing (I) Troms and Finnmark Counties and (II)
Innlandet County as the two study regions to draw from recently experienced hazard events and ensure that research
advancements align with local and regional knowledge needs. Beredt! further engages three stakeholder groups: (1)
at-risk populations and informal actors, (2) municipal and regional authorities, and (3) national agencies responsible
for DRR, fostering a trans-sectoral dialogue that underpins the development of innovative research and risk-based
solutions. By doing so, Beredt! responds to the immediate needs of these stakeholders and establishes a foundation
for more resilient and responsive DRR governance frameworks across Norway.
Key objectives include improving governance and coordination across sectors, developing downscaled forecasting
tools for local decision-making, transitioning to risk-based services, and empowering communities through capacity-
building initiatives. Beredt! addresses societal security challenges from avalanches, landslides, and floods, which
disproportionately impact rural municipalities due to existing vulnerabilities and resource disparities. By integrating
formal and informal governance actors, the project seeks to create comprehensive, adaptable DRR strategies,
leveraging advanced forecasting to inform risk mitigation and enhance community preparedness.
Beredt! is supported by an interdisciplinary and trans-sectoral consortium, including research institutes, universities,
national directorates, government, and public authorities.
