A draft timeline is now available for the key steps in the establishment of Horizon Europe

A draft timeline is now available for the key steps in the establishment of Horizon Europe. ​This includes the multiple consultations and impact assessments that are foreseen for the new Framework Programme, particularly surrounding Missions and Partnerships. This timeline is as follows: 

  • March 2019: Letters will be sent to the Member States seeking the appointment of the shadow Programme Committee Strategic Configuration representatives;
  • March 2019: The European Commission will publish an Expression of Interest to set up the Mission Boards;
  • March/April 2019: The first meeting of the shadow Programme Committee Strategic Configuration, which will focus on a preliminary draft Strategic Plan for Horizon Europe – the European Commission will also give a first presentation of the envisaged Partnerships;
  • April 2019: The European Commission will publish the initial Impact Assessment on Partnerships;
  • May/June 2019: The first meetings of the Mission Boards are to take place.
  • May/June 2019: Open consultation with all stakeholders, including through European Innovation Days, on the draft Strategic Plan for Horizon Europe;
  • Around mid-2019: Member States will be invited to give feedback on the Impact Assessment on Partnerships;
  • Around Q3 2019: European Commission will submit the Impact Assessment on Partnerships to the Regulatory Scrutiny Board;
  • November 2019: New College of Commissioners will take office and draft Strategic Plan for Horizon Europe will be finalised;
  • Around Q4 2019: New College of Commissioners will adopt the new Partnerships Legislative Package (Article 185 and Article 187 initiatives);
  • Early 2020: Shadow Programme Committee Strategic Configuration will discuss and formulate an opinion on the draft Strategic Plan for Horizon Europe;
  • Early 2020: Co-legislators (Council and European Parliament) will adopt the new Partnerships Legislative Package (to be adopted as one);
  • End of Q1 2020: The Mission Boards will co-design their respective Missions and produce outputs;
  • Mid-2020: The Mission Board outputs will feed into the draft Horizon Europe Work Programme;
  • Q3 2020: Draft Horizon Europe Work Programme will be adopted by the Programme Committee Configurations;
  • Towards the end of 2020: Launch of the new Article 185 (Public-to-Public) and Article 187 (Public-Private) Partnerships;
  • 1 January 2021: Horizon Europe launched.
