The following drafts, which were approved by the relevant Programme Committees in November, are now available and the Commission's official Horizon Europe website:

Introduction

Pillar I: Excellent Science

Pillar II: Global Challenges and European Industrial Competitiveness

Pillar III: Innovative Europe

Widening Participation and Strengthening the European Research Area

The drafts are accompanied by a disclaimer from the European Commission, explaining that they have not yet been officially adopted or endorsed by the institution and as such have no legal value at this stage. While from a technical point of view the content could still change before publication, it is unlikely since the official publication and launch of the 2023 calls for proposals are expected in the first week of December.
